When carrying out customs procedures for export and import shipments, customs declarants must submit customs dossiers at the headquarters of the Customs Sub-Department and must be responsible before the law for the legality and validity of customs dossiers and the accuracy of the contents declared in the customs declaration.

1. Customs dossier for exported goods

a) Documents to be submitted:

- Export customs declaration: 02 originals;

- Goods sale and purchase contract or documents with equivalent value to the contract: 01 copy;

- Commercial invoice (if the goods are subject to tax): 01 original.

b) Additional documents to be submitted in the following cases:

- Detailed list of goods (for goods with non-uniform packaging): 02 originals;

- Export permit document of the competent State agency (for goods on the list of prohibited or conditional export goods): 01 original (if exported once);

In case this document is used for multiple exports, submit a copy and present the original. The Customs Sub-Department carries out the first procedure to issue a reverse tracking form, stamps the business seal No. 02 (issued with Decision No. 1200/2001/QD-TCHQ dated November 23, 2001) on the original copy of the permit and states: "Reverse tracking form issued, date, month, year". The original copy is returned to the owner of the goods and the copy is kept by the Customs.

- Export entrustment contract (if accepting export entrustment): 01 copy.

c) Documents to be presented:

- Certificate of registration of import-export business code: 01 copy (copy or original).

2. Customs dossier for imported goods

a) Documents to be submitted:

- Customs declaration of imported goods: 02 originals;

- Contract of sale of goods or documents of equivalent value to the contract: 01 copy;

- Commercial invoice: 01 original;

- Bill of lading: 01 copy from the original (original) or surrendered (bill of lading delivered at the port) or Original of the bill of lading with the word copy (copy).

b) Additional documents to be submitted in the following cases:

- Detailed list of goods (for goods packaged in a non-uniform manner): 01 original and 1 copy;

- Import value declaration (for cases where goods are required to declare value): 2 originals;

- Import permit from a competent State agency (for goods on the list of goods prohibited from import or subject to conditional import): 01 original (if imported once);

In case this document is used for multiple imports, submit a copy and present the original. The Customs Sub-Department shall carry out the procedures for the first time to issue a reverse tracking slip, stamp the business number 02 02 (issued together with Decision No. 1200/2001/QD-TCHQ dated November 23, 2001) on the original of the permit and write: "Reverse tracking slip issued, date, month, year." The original shall be returned to the owner of the goods and a copy shall be kept by the Customs.

- Certificate of Origin (C/O) (for cases where it is required to be submitted): 01 original;

- Import entrustment contract (if accepting import entrustment): 01 copy;

- Certificate of registration for goods quality inspection or Notice of exemption from inspection issued by the State quality inspection agency (for imported goods on the list subject to State quality inspection): 01 original;

- Certificate of quarantine registration issued by the quarantine agency (for imported goods subject to quarantine): 01 original.

- When carrying out procedures for imported goods through seaports, customs declarants must additionally submit the Delivery Order (D/O). In case the shipment is processed by a Customs Sub-department outside the border gate, the customs declarant may submit the D/O to the Customs Sub-department carrying out customs procedures or to the Customs Sub-department at the port border gate.

c) Documents to be presented:

- Business registration certificate: 01 copy (copy or original);

- Import-export business code registration certificate: 01 copy (copy or original).

3. Other regulations on documents in customs dossiers

a) Regulations on documents that are submitted late, supplemented, replaced, corrected documents, and dossiers awaiting appraisal results shall comply with the provisions in Point 2, Article 7 of Decree No. 101/2001/ND-CP dated December 31, 2001 of the Government detailing the implementation of a number of Articles of the Customs Law on customs procedures, customs inspection and supervision regimes;

b) If the documents in the customs dossier are required to be copies, the Director or Deputy Director of the enterprise or the person authorized by the Director of the enterprise shall certify the original copy, sign and stamp the documents and be legally responsible for the legality of those documents.
